NOTICE OF INTENT TO ISSUE TITLE V OPERATING PERMIT RENEWAL

 

Permit No. 38-05011

Lebanon County

 

The Department of Environmental Protection (PADEP) intends to renew a Title V Operating Permit to Plain N Fancy Kitchens, Incorporated, located in Heidelberg Township, Lebanon County.

 

Plain N Fancy Kitchens, Inc., is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). The facility primarily emits volatile organic compounds (VOCs). The facility shall limit overall VOC emissions to 70 tons based on a 12-month rolling total. Among other items, the conditions found within the renewal permit will include provisions derived from 25 Pa. Code §§ 129.52, 129.101-129.106 and 40 CFR Part 63, Subpart JJ, “National Emission Standards for Wood Furniture Manufacturing Operations.”

 

Copies of the Title V renewal application, proposed permit and other relevant information are available for public review at DEP’s Southcentral Regional Office, 909 Elmerton Ave., Harrisburg PA 17110-8200. An appointment to review the documents may be scheduled by contacting DEP’s Southcentral Regional Office at 717-705-4732 between 8:00 a.m. and 3:30 p.m., Monday through Friday, except holidays.

 

Interested persons may submit written comments, suggestions, or objections to Mr. William Weaver, Regional Air Quality Program Manager, 909 Elmerton Ave., Harrisburg, PA 17110-8200, within thirty (30) days of this notice. Written comments should include the name, address and telephone number of the person(s) submitting the comments along with the reference number of the proposed permit.

 

The Department reserves the right to hold a public hearing on the proposed action based upon the information received during the comment period. The Department will give notice of any scheduled public hearing at least thirty days in advance of the hearing as per 25 PA Code, Section 127.521. The hearing notice will be published in the Pennsylvania Bulletin and a newspaper of general circulation where the facility is located.
